The Community Response Division formally the Community Services Division was reorganized in November 2005. This Division is part of the Support Services Bureau which also includes the Staff Services Division. The Community Response Division is divided into two (2) Policing Sections:
The Community Oriented Police Section: This section includes the Community Oriented Police Officers, Crime Prevention, Graffiti Eradication, Police Athletic League, Truancy Interdiction, Volunteer Program and the Weed and Seed Program.
The Special Services Section: This section includes the Aviation (Helicopter) Unit, Canine Teams, Neighborhood Enhancement Teams and the Water Catchment (City Reservoir) Unit.
Community Response Division Staffing
Full Staffing: Forty-two (42) employees. Thirty-seven (37) sworn officers and five (5) non-sworn support staff. This number includes: One Captain, One Lieutenant and four (4) Sergeants and one Administrative Assistant (non-sworn)..
Community Policing Section:
Community Oriented Police Officers:
Seven (7) sworn Officers are assigned to this area. The COP officers have established and maintain liaisons with each communities Neighborhood Association. Each COP officer is assigned to a specific area that typically covers several police patrol zones. These officers have weekly contact with the Neighborhood Associations and attend each Association’s monthly meeting. Information gleaned from these meetings is passed along to corresponding Department and City divisions. These COP officers also patrol their assigned areas in response to COMPSTAT identified issues.
Crime Prevention:
The Crime Prevention Unit is responsible for the supervision of the Citizens Patrol, Crime Watch, Community Emergency Response Team (CERT) and all police crime prevention functions within the City. Additional duties include Crime Prevention through Environmental Design (CPTED) and Citizens Police / Fire Academy.
Graffiti Eradication:
This unit identifies and eliminates graffiti throughout the City. Works closely with Multi-agency gang task force.
Police Athletic League:
The Police Athletic League offers mentoring/ tutoring for youth and participation in numerous athletic programs to include Basketball, Cheerleading and Dance, Football, Karate and soon available: Boxing and Fitness.
Truancy Interdiction Program:
This program handles truants from Palm Beach County Schools, the Juvenile First Offender Court and the Police Explorer program. The Police Explorer program consists of youth between the ages of 15 to 21. This program exposes participants to Law Enforcement and is affiliated with the Boy Scouts of America.
Volunteer Program:
This unit is responsible for all police volunteers (recruiting and staffing) and further handles the House watch program and “No trespassing” sign initiative.
Weed and Seed Program:
Coordinates and manages United States Department of Justice grant funds. This program mission is to promote comprehensive strategies that reduce crime and revitalize neighborhoods.
Special Services Section:
Aviation unit:
This unit operates a Schweizer model 333 turbine helicopter. The unit provides air support to this agency for ground searches, vehicle pursuits and surveillance. The unit also routinely supplements the Water Catchment unit by patrolling the water shed area by air.
Canine Unit:
This unit consists of three (3) patrol dog / officer combinations and one bomb dog / officer combination. This unit is utilized in searches for felons and bomb detection.
Neighborhood Enhancement Teams:
These teams (2) are each under the supervision of a Sergeant. The main area of responsibility is high profile proactive policing in response to crime activity identified by intelligence information obtained from COMPSTAT (Computer Statistics of Crimes and Crime trends), crime view web, Criminal Investigations Division, Special Investigations Division and the Patrol Divisions.
Water Catchment Unit:
This unit is responsible for patrolling the City water shed utilizing 4 wheel drive trucks, all terrain vehicles and an air boat. This unit prevents illegal trespassing, hunting and vandalism to vital water control equipment. This unit also operates and maintains a 25 foot rigid hull inflatable boat that is utilized to patrol the intra coastal waterway.
